RESEARCH ACTIVITY

Organizing and coordinating research activity

Research is undertaken at the National Academy for Public Administration under a comprehensive academic project called "Public Administration and Local Self-Government," range of topics of which has grown from 1 in 1996 to 44 in 2014. The Department of Organization of Fundamental and Empirical Research is responsible for organizing and coordinating research activity and is actively involved in the process of modernizing professional training of civil servants and local self-government officials.

In order to provide the scientific support to the process of training, in-service training and advanced training of civil servants and local self-government officials, researchers of the National Academy publish monographs, textbooks, academic handbooks and reports on scientific inventions. To support the process of modernizing professional education, the National Academy organized a temporary creative group whose work led to the drafting of a "Roadmap," a case for the areas in which the Academy was to be modernized, and for the development of a Concept of a State Targeted Program for Modernizing the General Educational System of Training, In-service training and advanced training of civil servants and local self-government officials.

The National Academy organizes the communication events to discuss issues and areas for modernizing the system of professional training for civil servants and the main trends in democratic governance including the annual academic conference with international participants.

A major achievement of the National Academy is the establishment of a system of interaction with the country's central and local government bodies in providing them with academic support for their activities. The National Academy undertook research work on topics proposed by central and local government bodies. 
 

Training of higher educational institution faculty members and researchers

The National Academy provides training of higher educational institution faculty members and researchers according to the Law On Higher Education, Regulation on higher educational institution faculty members and researchers training, approved by the Cabinet Resolution N 309 of the 1st of March, 1999, Regulation on awarding degrees and conferring rank of senior scientific research fellow, approved by the Cabinet Resolution N 567 of the 24th of July, 2013, Regulation on a Dissertation Council, approved by the Ministry of Education and Science Decree N 1059 of the 14th of September, 2011.

The first admission to Post-Graduate and Doctoral program took place in 1996. That year 4 persons were enrolled in doctoral program and 12 persons were enrolled in post-graduate program. Today the National Academy and its regional institutes provide training for 60 doctoral students, 506 post-graduate students (179 - full-time students, 327 - part-time students), 192 degree seeking students.

The National Academy and its regional institutes have dissertation councils, 2 of them award full doctoral and doctoral candidate degree and 4 of them award doctoral candidate degree. These dissertation councils provide dissertation defenses in the following fields of public administration: 25.00.01 - theory and history of public administration; 25.00.02 - mechanisms of public administration; 25.00.03 - public service; 25.00.04 - local self-government.

Since the establishment of dissertation councils at the National Academy and its regional institutes 891 dissertations have been defended (132 doctoral and 759 doctoral candidate dissertations).
