The Academic Council of the National Academy

 

The National Academy for Public Administration under the President of Ukraine (hereinafter  National Academy) is the highest advisory collegial body of the institution.
The Academic Council coordinates and addresses issues that are in competence of the National Academy as the main public higher educational establishment in the national system of training, retraining and advanced training of public servants and local government officials. The Academic Council also is designed to discuss the most important aspects of work of the National Academy, directions of implementation of its tasks as well as the prospects for its development.
Advisory and collegial function of the Academic Council is realized through democratic, collective discussion and decision making on issues, relevant to current and prospective activities of the National Academy.
In its work the Academic Council is guided by the legislation of Ukraine, the Regulations of the National Academy and the Regulations of the Academic Council of the National Academy.
The competence of the Academic Council includes decisions on:
 the priorities of the National Academy and its development prospects;
 the main directions of economic and social development of the National Academy as well as the main directions of implementation of the acts of Verkhovna Rada of Ukraine, President of Ukraine, the Cabinet of Ministers of Ukraine on matters within the remit of the National Academys competence;
 introduction of new specialties and specializations;
 identification of priority areas for scientific researches and dissertations;
 quality management of education process and scientific and dissertation researches in the institution;
 insurance of the effective training, retraining and advanced training of civil servants and local government officials at the National Academy;
 publication of educational and scientific literature;
 secret ballot election of candidates for positions of professors, faculty chairs  and, if necessary, other faculty members of the National Academy;
 awarding scientific degrees;
 making reports, analytical materials of the National Academy;
 planning, execution of the budget of the National Academy and the state procurement of educational services;
 control over the fulfillment of basic tasks and functions assigned to the National Academy.
In line with its key objectives the Academic Council of the National Academy:
 approves the concept of the institution and the program of activities for its implementation;
 considers the structure of the National Academy, its basic structural units as well as provisions on these units;
 submits proposals for changes in the Regulations of the National Academy;
 considers curricula and training programs for students and post-graduate students, professional development programs;
 defines the content, structure, forms and methods of teaching and conducts quality control of education process and training of graduate and post-graduate students;
 considers admission of students and career placement of graduates;
 formulates perspective directions of development of training, retraining and advanced training of civil servants and local government officials;
 approves recommendations for institutions of training, retraining and advanced training of civil servants and local government officials on forming the content, structure and forms of professional development, as well as its scientific and methodological support;
 generates proposals on requirements to faculty members engaged into  training, retraining and advanced training of civil servants and local government officials;
 approves recommendations to institutions of training, retraining and advanced training of civil servants and local government officials on promising areas of basic and applied research in the areas of state and regional administration, national and regional economic, social and cultural policies, civil service, service in local government as well as in other areas of state influence;
 determines the size of teaching load of faculty members;
 approves plans for research and publishing activities;
 recommends in accordance with the law and in due course candidates to  head independent (main) structural units, deans, faculty chairs, professors, senior research fellows of the National Academy;
 discusses and approves plans for development of research personnel and faculty members;
 considers the admission to postgraduate and doctoral studies;
 recommends employees and graduates of the National Academy for postgraduate studies at the National Academy;
 agrees according to the legislation to provide sabbatical to post-graduate students, doctoral students to complete academic work, writing books, manuals, textbooks, examines their plans and performance reports; decides on the extension of studies in case of a valid reason;
 approves main directions of scientific research, dissertation research topics and appoints research supervisors for postgraduate students, scientific advisers for doctoral students, hears their reports;
 creates advisory bodies on the core activities of the institution, as well as commissions and working groups to study and prepare certain issues to the Academic Council;
 hears the Annual Report of President of the National Academy on the activities of the institution;
 advances and supports candidates for state, academic and other awards in science Public administration, as well as in related branches of science;
 advances and decides to support candidates to the National Academy of Sciences of Ukraine and other branch academies, specialty Public administration, as well as related specialties;
 offers in the established order the employees of the National Academy to be awarded by state awards;
 awards the employees, students, post-graduate students, doctoral students of the National Academy, as well as the citizens of Ukraine and other countries the Diploma of the National Academy;
 awards citizens of Ukraine and foreigners the honorary title of the National Academy Doctor Emeritus of National Academy of Public Administration Office of the President of Ukraine in the accordance with the Provision on the Doctor Emeritus of National Academy of Public Administration Office of the President of Ukraine;
 approves symbols of the National Academy;
 considers other issues of the institution according to Regulations of the National Academy.
Quantitative and personal composition of the Academic Council is approved by the President of the National Academy of up to 7 years; if necessary the composition of the Academic Council may be reviewed.
