EXPERTS OF COUNCIL OF EUROPE WITHIN ROUND TABLE PRESENTED CONCLUSIONS ON THE VISION OF THE NATIONAL ACADEMY FOR PUBLIC ADMINISTRATION UNDER THE PRESIDENT OF UKRAINE


On 24 October 2016 at the National Academy for Public Administration under the President of Ukraine was held the round table Reforming of the National Academy for Public Administration under the President of Ukraine.

The aim of the event was the presentation of analytical conclusion of experts of Council of Europe on the Concept of reforming and strategy of development of educational institution for 2016-2020. 

Participants of the round table organized by the National Academy in collaboration with the Program of Council of Europe Decentralization and territorial consolidation in Ukraine were President of the National Academy Vasyl Kuybida, Representative of Council of Europe, Special Advisor of the Parliament of Ukraine on the decentralization Mr. Daniel Popescu, Director of Latvian School of Public Administration Ms. Edite Kalnina, Head of the Department of Human Resources of the Ministry of Interior Relations of Lithuania Ms. Reda Rekasiene, Professor of Public Administration in University of Florence (Italy) Mr. Massimo Balducci, Professor, Suprefect (France) Mr. Pierre Givert, Expert of Program of Council of Europe Decentralization and territorial consolidation in Ukraine Ms. Natalia Hnydiuk, Manager of the Program of Council of Europe Decentralization and territorial consolidation in Ukraine Mr. Andrii Huk, representatives of Presidential Admistration of Ukraine, state and local self government authorities as well as students of the Institute for Senior Executives of the National Academy heads of regions state administrations and their deputy heads, heads of regions councils. 

Opening the work of scientific and expert meeting, President of the National Academy Vasyl Kuybida focused on the key components that form the system of public management. A comprehensive system of training, retraining, and specialization and in service training of civil servants, according to the President of the Academy, is one of the main components in the formation of effective system of public management that meets the needs of the country in carrying out comprehensive reforms in various state policy areas. Insufficient capacity of public authorities to effectively carry out reforms and a lack of qualified personnel in this context, invitations to senior positions in state bodies of international experts leads to leveling of competitiveness related to public management.

Development of the Concept of reforming and strategy of development of the National Academy with the participation of specialists of educational institution, international experts and public caused by the necessity in training of public servants with the definition of the state and public needs and the training of specialists in the expert-analytical and advisory services should meet the needs of the labor market in the near future and be accompanied by the active use of innovative technologies.

According to Vasyl Kuybida, reforming of the National Academy aimed at transforming it into expert-analytical, advisory and consultative center under the President of Ukraine and the main link in the system of training, in service training and specialization for forming corps of patriotic, highly qualified public servants, including representatives of the central government at the local level (Prefectural type), guided by national interests, profess European values and is able to carry out reforms, ensuring sustainable development of the Ukrainian state and society to provide quality management services.

Special Adviser to the Government of Ukraine on decentralization, the representative of the Council of Europe Daniel Popescu presented a report prepared within the framework of the Council of Europe Program "Decentralization and territorial consolidation in Ukraine." He believes that starting the preparation, approval and implementation of further reforms and development of the strategy of the National Academy is the right step that will meet the needs and challenges of public administration in Ukraine. In his speech, Daniel Popescu raised a number of issues identified in the Concept, including the establishment of the coordinating role of the National Academy among higher educational institutions in Ukraine in the context of quality training and implementation of training programs for masters and PhD of specialty "Public Management and Administration"; employment of Academys graduates according to rating results of training and internship; teaching in schools of public administration, based on the inherent principles of professionalism, patriotism, loyalty, respect and fairness and so on.

Approaches to the systems of learning in public administration of European countries, including Latvia, Lithuania, France and Italy presented the participants of the event - Director of Latvian School of Public Administration Edita Kalnina, head of the Department of Human Resources Development of Ministry of Interior of Lithuania Reda Rekasiene, Professor Suprefect (France) Pierre Givert, professor of public administration at the University of Florence (Italy) Massimo Balduchchi.

International experts of the Council of Europe Program "Decentralization and territorial consolidation in Ukraine" Andrii Huk and Natalia Hnydiuk devoted their speeches to the importance of human resources management in the context of decentralization reforms.
