On 2 3 November 2016 President of the National Academy Vasyl Kuybida participated in the first German-Ukrainian Conference of partnership among cities Current Challenges in cooperation within the Partnership in the context of education/science and decentralization held in Nuremberg, Federal Republic of Germany.

The event organized by the Federal Ministry for Economic Cooperation and Development (BMZ), the Embassy of Ukraine in the Federal Republic of Germany, was devoted to discussion of topical issues of improving education and science in the context of the decentralization of power in Ukraine.

Participants of the Conference from Ukraine were heads of the central authorities of Ukraine, village, town and cities mayors and their deputy heads as well as representatives of international relations departments and European integration, communication and informational policies etc. From the German side participants were mayors, municipal councilors, members of city councils sister cities in Germany and Ukraine.

During the work of communication event, participants discussed the partnership between cities in the areas of education and science to invest in the future, development of an effective model of territorial organization of power in Ukraine in the context of current challenges through a partnership between the cities and setting up municipal cooperation.

President of the National Academy presented key report on the current situation of decentralization in Ukraine which caused widespread interest and discussion as the German counterparts and representatives of local governments in Ukraine. Stressing on the importance of strengthening of staff potential, due to the challenges of successful decentralization reforms, Vasyl Kuybida emphasized the role of the National Academy for Public Administration under the President of Ukraine as the main institution in Ukraine on training, retraining and in service training of civil servants and local government officials in Ukraine.

During the communicative event President of the National Academy held a series of meetings on cooperation in the field of training of civil servants and local government officials.

During the meeting with Consul General of Ukraine in Munich Vadym Kostiuk Vasyl Kuybida discussed reform and development strategy of the National Academy in the context of the reform of public administration and public service. Vasyl Kuybida focused on the need to create at the Academy of expert-analytical center which will form a group of experts from the public and private sectors to support the President of Ukraine and the formation of a unified teaching and educational complex issues of public service, public administration and local government.

Talking with Parliamentary State Secretary in the Federal Minister for Economic Cooperation and Development, Member of Bundestag Hans-Joachim Futhel, President of the National Academy raised the question of training in local government with new knowledge, abilities and skills, which is caused by the need for effective managers in terms of decentralization of power in Ukraine

There were gained agreements with the head of the group "Projects Cooperation in Europe, the South Caucasus and Central Asia" German Academic Exchange Service (DAAD) Diane Scherer of scholarship programs for the National Academy of specialty "Public Management and Administration" and young scientists who conduct research related to state-building processes in Ukraine, in public authorities of Germany and research centers of Berlin.

The result of negotiations with the project manager of "Eastern Europe and Central Asia" of the Service of senior experts SENIOR EXPERTEN SERVICE (SES) of the Foundation of the German Economy for International Cooperation GmbH Lena Plesterninks was an agreement of the President of the National Academy on the launching of joint projects with experts in education, decentralization, human resource management and personnel management.

With representative of Nuremberg Higher Technical School of Georg Simon Ohm, a professor Florian Fischer Vasyl Kuybida considered the initiation of programs of academic mobility of students of master's degree programs and teaching staff that will facilitate the introduction of European standards in education process management training.

Head of the regional office in Ukraine and Belarus of the Foundation of Friedrich Ebert, Dr. Matthes Bube and head of the Project Partnership with the cities of Ukraine, Engagement Global / SKEW, Dr. Myhkailo Hamaliy confirmed their interest in sustainable and long-term cooperation.

Summarizing the results of participation in the first conference of the German-Ukrainian partnership between the cities Modern challenges in cooperation within the partnership, Vasyl Kuybida focused on the need to accelerate the movement of the national system of management personnel training for European educational space.

On 25 May 2018 at the National Academy for Public Administration under the President of Ukraine the All-Ukrainian scientific and practical conference with international participation Public Administration in Ukraine: State, Challenges and Development Prospects was held dedicated to the 100th anniversary of the public service in Ukraine. From February 27 to March 19, 2018, the National Academy for Public Administration under the President of Ukraine held a distance learning course "Policy and Governance in the Economic Sector and Financing of the Health Care System in Ukraine", which was developed from the curriculum of the Harvard T.H. Chen School of Public Health. On April 24, 2018, President of the National Academy Vasyl Kuybida and Vice-President of the National Academy Maryna Bilynska took part in the International conference "VETS: World Practices for the Integration of Veterans to a Peaceful Life".
