THE DISTANCE LEARNING COURSE "POLICY AND GOVERNANCE IN THE ECONOMIC SECTOR AND FINANCING OF THE HEALTH CARE SYSTEM IN UKRAINE" WAS SUCCESSFULLY COMPLETED BY THE NATIONAL ACADEMY AND WAS REALIZED IN THE FRAMEWORK OF THE PROJECT "REFORM OF HIV SERVICES IN ACTION"


From February 27 to March 19, 2018, the National Academy for Public Administration under the President of Ukraine held a distance learning course "Policy and Governance in the Economic Sector and Financing of the Health Care System in Ukraine", which was developed from the curriculum of the Harvard T.H. Chen School of Public Health. This course was implemented to realize the grant project "Adaptation and Institutionalization of a Training Program on Economics and Financing in the Healthcare" approved by the Cooperation Agreement between the National Academy and Deloitte Consulting which is a contractor of the United States Agency for International Development (USAID), within the framework of the project "Reform of HIV services in action".

 The purpose of the grant project is to develop and acquire the competencies of the students, in particular, the modern theoretical and practical knowledge, skills and competences from comprehensive professional knowledge in policy and governance in the economic sector and health care financing by adapting the training course to the Master's program at the National Academy. The leader of the project from the National Academy was Associate Professor of the Chair of Social and Humanitarian Policy Natalia Vasiuk, lecturers of the course - Vice-President of the National Academy Maryna Bilynska, Professor of the Chair of Social and Humanitarian Policy Serhii Mokretsov, Associate Professor of the Chairt of Social and Humanitarian Policy Olena Korolchuk.

125 participants (civil servants and officials of local self-government in the sphere of health care, heads of health care institutions of all forms of ownership) from different regions of Ukraine took part in the distance learning course. The main objective of the course is to improve the skills of professionals in the sphere of health care, whose activities are aimed at implementing a policy on regulatory, legal, economic and healthcare financing.

The materials of the course are located on the educational internet space. The distance learning curriculum included studying (acquaintance) with the theoretical material (introductory video collection, presentation of lectures); the implementation of situational tasks in practical classes, which allowed the students to independently study the material, in particular, to study the approach to understanding the functioning of the health care system based on the "control pens" proposed by the T.H. Chen School of Public Health of the University of Harvard, to know the peculiarities of the medical services market and the laws and conceptual provisions of financing health care in a market economy, as well as to know pricing principles and methods of paying for health care services. At the end of the distance learning course, a final test was conducted to assess the acquired competencies. On the learning space page for the distance course listeners, there was located the "Discussion platform" - a forum where students had the opportunity to ask their questions.

Upon completion of the distance learning course, all participants received certificates of advanced training.
