Public administration and public service in Ukraine: the state of problems and prospects of development


On 7th September 2018, a two-day scientific and practical conference on international participation Public administration and public service in Ukraine: state of problems and prospects of development was launched at the National Academy for Public Administration under the President of Ukraine.

Maryna Bilynska, Vice-President of the National Academy delivered a welcoming speech to the participants of the Conference. Greetings also heard from other honored participants: Ihor Hotsul, First Deputy Minister of Youth and Sport of Ukraine, Viacheslav Nehoda, First Deputy Minister of Regional Development, Construction and Housing and Communal Services of Ukraine, Leshik Vechorek, Director of the Institute of Forensic Research in Krakow, Ministry of Justice of Poland, as well as Vladyslav Fedorenko, director of the Research Center for Forensic Examination on Intellectual Property of the Ministry of Justice of Ukraine.

The conference united the interests of representatives not only of Ukrainian educators, experts, civil servants and public activists, but also specialists from abroad, in particular from Germany, Poland, Moldova, the Czech Republic, the Kyrgyz Republic and Azerbaijan.

During the plenary session, a number of topical issues of the day were discussed. In particular, the question of leadership on a personal and academic level in public administration dedicated its report the Vice-President of the National Academy Maryna Bilynska. Mykola Shevchuk, Deputy Chief of the Staff of the Verkhovna Rada of Ukraine, analyzed the path of transformation of the Ukrainian Parliament, outlined the challenges that needed to be overcome and the achievements made.

The issue of public policy under uncertainty devoted his report Serhii Teleshun, Head of Chair of Public Policy and Political Analysis of the National Academy. Serhii Romaniuk, professor of the Chair of Public Administration and Public Service of the National Academy, analyzed the concept of decentralization in public administration and outlined the relevant lessons for Ukraine.

Professor Alexander Redlich of the Hamburg University presented a report on the concept of assessing the activating needs for mediation in Kyiv, Odesa, Vinnytsia, Chisinau / Tiraspol, Baku and Hamburg.

While working in the sections, the participants of the conference were able to get acquainted with innovations in the system of coordinates of public management and administration, to study the theory, practice and technology of decentralization in public administration, to understand the elitism and ethical dimensions in public administration. The issues of public service in the context of modern reforms, including approaches, technologies, methods of determining professional and educational qualifications of public servants, were also considered. Also, the processes of formation and development of media culture in the public sphere were discussed.

The work of the conference was continued on September 8th at the workshops where all participants were able to participate in the discussion on the establishment of a mediation office and mediator training, as well as to explore deeper technologies and methods for determining the professional and educational qualifications of public servants.

From February 27 to March 19, 2018, the National Academy for Public Administration under the President of Ukraine held a distance learning course "Policy and Governance in the Economic Sector and Financing of the Health Care System in Ukraine", which was developed from the curriculum of the Harvard T.H.
