SCIENTISTS, EXPERTS AND PRACTITIONERS DISCUSSED THE ISSUES OF INSTITUTIONALIZATION OF PUBLIC ADMINISTRATION IN UKRAINE IN THE CONTEXT OF EUROPEAN INTEGRATION AND GLOBALIZATION CHALLENGES DURING THE ANNUAL NATIONAL SCIENTIFIC CONFERENCE WITH INTERNATIONAL PARTICIPATION AT THE NATIONAL ACADEMY


On May 24, 2019, Annual All-Ukrainian Scientific and Practical Conference with International Participation "Institutionalization of Public Administration in Ukraine in the Context of European Integration and Globalization Challenges" was held at the National Academy.

The plenary meeting was attended by Acting President of the National Academy of Public Administration under the President of Ukraine Anatolii Savkov, Head of the National Agency of Ukraine on Civil Service Kostiantyn Vashchenko, Deputy Minister of Social Policy of Ukraine on European Integration Oleksandra Churkina, Advisor to the Minister of the Cabinet of Ministers of Ukraine Taras Melnychuk, Deputy Head of the Kyiv Regional State Administration Viacheslav Kucher, representatives of the Hanns Seidel Foundation in Ukraine, central executive bodies and local self-government authorities, domestic experts and experts in public administration.

The conference was devoted to the scientific and expert discussion of topical issues of public administration in the context of European integration and globalization challenges, the development of practical recommendations for improving the processes of institutionalization of the public administration system in Ukraine.

Welcoming the participants of the scientific and communicative event, Anatolii Savkov, Acting President of the National Academy, stressed that Ukraine faces challenges related to the global tendency towards globalization and, above all, they are caused by the processes of its European and Euro-Atlantic integration. According to Mr. Savkov, one of the main instruments of the country the national public administration, which focuses on the strategic potential of solving vital problems of citizens' life, providing them with high-quality public and administration services, ensuring the efficiency of the functioning of the public service system, plays a key role in these processes.

"Today's scientific meeting will contribute to the development of a unified strategic approach to the formation of effective mechanisms of public administration in general, to increase the efficiency of activities of state authorities and local self-government bodies in particular," said Anatolii Savkov.

Oleksandra Churkina, Deputy Minister of Social Policy of Ukraine on European Integration, expressed her hope that the reform of public administration will contribute to the construction of an effective and institutional system of public administration in the context of European integration processes.

Taras Melnychuk, Advisor to the Minister of the Cabinet of Ministers of Ukraine, emphasized the importance of building Ukraine as a sovereign legal democratic state.

Viacheslav Kucher, Deputy Head of Kyiv regional state administration, emphasized that stable development of the state is possible only if the institutional basis of public authority is based on a balanced combination of legislative, executive and judicial branches of power, as well as public self-government authorities. "Improvement of public administration is the main guarantee of the stable development of our state, as well as free life for contemporary and future generations of Ukrainians", - noted Viacheslav Kucher.

Kostiantyn Vashchenko, Head of the National Agency of Ukraine on Civil Service, presented the dynamics of changes that took place in the Ukrainian civil service. He highlighted the changes and achievements of the Law of Ukraine "On Civil Service" and the role of the National Agency for Civil Service in the process of developing a professional, effective, stable, politically impartial civil service that complies with the principles of good governance and the standards and best practices of the EU member states, OECD countries, as well as the provision of high-quality and efficient functional management of civil service in public authorities.

"Trends of the Future: Challenges for the State's Resilience", Maryna Bilynska, Vice-president of the National Academy presented in her report.

Lada Roslytska, Policy Implementation Director for the Secretariat of the Independent Anti-Corruption Defense Committee (NACO), devoted her report to current realities and opportunities for Ukraine in the context of anti-corruption policy in the field of security and defense.

Director of the Institute of Public Administration of Mykolas Romeris University of the Republic of Lithuania Vainius Smalskys told about the possibilities of academic mob ility in the conditions of globalization and European integration.

Mimi Yotova, Chief Expert of the Directorate for Studies, International and Project Activities of the Institute for Public Administration of the Republic of Bulgaria, has devoted her report to Europeanization of public administration in Bulgaria in the context of membership in the European Union.

Yurii Pizhuk, Chairman of the Trade Union of Employees of State Institutions of Ukraine, congratulated the participants on the opening of the All-Ukrainian Scientific and Practical Conference on International Participation and emphasized the importance of holding an event that brings together specialists dedicated to the important development and improvement of public administration every year. In addition, Mr. Pizhuk presented a report on the topic: "The role of the trade union of employees of state institutions in the institutionalization of public administration in Ukraine".

Oleksandr Zhemoida, Director General of the Directorate for Strategic Planning and European Integration of the Ministry of Agrarian Policy of Ukraine, in the course of the report stressed the need to develop an effective system of public administration in Ukraine.

Within the framework of the Conference there were sectional meetings and round tables, in particular: "Institutionalization of Public Administration in the Economic Sphere", "Public Administration in the Formation of Ukrainian Identity in the Context of Modern Challenges", "Ensuring National Security in the Context of European Integration and Globalization Challenges", "System Analysis and Modeling in the Field of Public Administration",

"Digitization of Public Governance", "Strengthening Institutional Capacity of the Verkhovna Rada of Ukraine", "Ukrainian Revolution: Choice of Alternatives to State Creation", "Problematic Areas of the State Ethnic Policy of Ukraine", etc.

Also in the framework of the event there was a meeting of the Standing Committee of the Academic Council of the National Academy for Coordination of providing methodical assistance to regional and sectoral institutions of in-service training.

As a result of the work, the participants of the conference adopted a resolution outlining a common vision of the processes and results of the institutionalization of the public administration system in Ukraine and made recommendations to state authorities, local authorities, representatives of public organizations and the private sector on the priority directions of further institutional development of the public administration system in Ukraine.
