Specialists, experts, civil society representatives discussed the issues concerning modernization of the National Academy


On September 8, 2016 the meeting of the working group on the elaboration of the proposals regarding the reforms and development strategy of the National Academy took place.

The working group included the President of the National Academy Vasyl Kuybida, Vice-Presidents of the Academy Anatoliy Savkov, Maryna Bilynska, Andriy Popok, Directors of the Institute for Senior Executives Andrii Semenchenko, Institute Higher School of Public Administration Serhii Romaniuk, Institute of Civil Service and Local Self-Government Sergii Teleshun, Directors of Lviv and Kharkiv Regional Institutes of Public Administration of the Academy Volodymyr Zagorskyi and Ludmyla Bielova, representatives of the Presidential Administration, Deputy Head of the State Management of Affairs Serhii Prylypko, scientific and academic staff of the National Academy, Chairman of the Academys Council of Students and representatives of civil society.

Opening the meeting, Vasyl Kuybida indicated that within the civil service and public administration reform there was raised the necessity to modernize approaches to scientific-methodological, expert-analytical support of the functioning of the training, retraining, specialization and in-service training system of public servants. Therefore, the task of the working group comprises discussing and contributing specific proposals regarding reforms and development strategy of the educational institution.

During the meeting members of the working group expressed their own views on the vision of the Academy; training component, which will be based on the academic or applied element; necessity to consolidate in the legal acts the term specialization, according to the new Law of Ukraine On Civil Service; improvement of the training selection system; strengthening of the practice-oriented training; involvement in the educational process practitioners in the sphere of public administration; necessity to revise the legislation on the retraining and in-service training of public servants; improvement of expert and analytical support of the public authorities activities.

As the participants of the meeting noted, in the context of the Law of Ukraine On Higher Education, On Civil Service, the Regulation of the Cabinet of Ministers On Approval of the list of disciplines and specialties used for training receivers of higher education and other legal and regulatory documents, the task of the National Academy is setting priorities and uniqueness of the educational institution, which will differ significantly from the other educational institutions, which train professionals in the specialty Public Management and Administration.

The working group discussion concerning implementation of the objectives that will be focused on the expert-analytical work, training of the public servants of the category A, the system of retraining and in-service training of public servants and local government officials, the formation of a communicative platform for discussion of the most important issues of the present time with the civil society (Open University) provided an opportunity to form four groups that will make specific proposals that will be considered during the development of the strategic document concept.
