under the President of Ukraine


On 18-21 June 2019 the IIAS-Lien 2019 Conference ôEffective, Accountable, and Inclusive Governanceö, jointly organized by the International Institute of Administrative Sciences (IIAS) and the Nanyang Technological University, Singapore. 

For the first time, the event brought together two leading international events - the IIAS Annual Congress and the Conference on Good Governance at the Nanyang Center for Public Management of the Nanyang Technological University.

More than 400 international scientists and experts have come together for the IIAS-Lien 2019 Conference to explore issues and opportunities for governance in different parts of the world. The conference also aimed at facilitating the exchange of ideas on how best to combine economic dynamism with social justice for people in developed and developing countries.

Maryna Bilynska, Vice President of the National Academy for Public Administration under the President of Ukraine, participated in the conference. Maryna Bilynska's report was dedicated to flexible democracy and flexible governance as new key principles for the sustainable development of public administration in Ukraine. The need for the use of new paradigms of public administration with the use of foreign experience is caused, in particular, by the reform of public administration, which continues in the context of political and economic crises, the military aggression of the Russian Federation in Eastern Ukraine and the annexation of Crimea.

Among the issues discussed by researchers from different countries at the conference are opportunities for collaboration and exchange of experience, knowledge transfer, effective governance, the impact of public administration reform on the development of democracy in Asia, and the interest of scientists and experts to realize the most ambitious plans - sustainable development goals.

Maryna Bylinska presented to the participants of the event English-language editions about Ukraine, its achievements, as well as problems caused by the Russian occupation of Ukrainian territories. These books were published with the support of the Ministry of Information Policy of Ukraine, with which the National Academy signed a Memorandum of Cooperation.

In addition, speakers at the conference, including many business executives and government officials, commented on innovative technologies and adaptive governance. They also discussed the multifaceted management of emerging risks - in the fields of health, climate change and artificial intelligence. The participants of the event discuss the issues of integration of digital technologies in the economy and society, as well as the creation of social capital, unity and sustainability, maintaining financial stability.

A special place in the conference is held by a round table with the participation of high-ranking officials, experts and scientists from Singapore and China. One of the key goals of the round table was to broaden perspectives, promote the bilateral relations and deepen transnational knowledge sharing. The participants discuss the latest developments and achievements aimed at contributing to the positive transformation of both countries.

IIAS, an international non-profit organization headquartered in Brussels, Belgium, was established in 1930. The Institute organizes events for the development of science and public service, produces and disseminates relevant knowledge of public governance, implements strategic projects with its members and partners, and accredits training programs.

The Nanyang Technological University, Singapore's main technology university, founded in 1981, is ranked among the world's top universities. At the same time, the Nanyang Center for Public Management at the University is a leading institution in Asia providing training in public governance and administration for regional and international organizations.
