National Academy for Public Administration
under the President of Ukraine


On 1 November 2019 at the National Academy for Public Administration under the President of Ukraine, the annual scientific and practical conference with international participation “Training of public servants: latest trends and technologies” was held. The event was organized with the support of the Representative Office of the Hanns Seidel Foundation in Ukraine.

The conference traditionally brought together academic and pedagogical employees, students, graduate students, doctoral students of the National Academy, Dnipropetrovsk, Lviv, Odesa and Kharkiv Regional Institutes of Public Administration of the National Academy, representatives of public authorities and local self-government bodies, civil society institutions, Ukrainian Institute of National Memory, Center for Educational Counseling.

Opening the plenary session, the Acting President of the National Academy Anatolii Savkov reminded about the responsibility to create such an education system for public servants, which, in the end, ensures a high level and quality of life. This indicator is the one necessary to evaluate educational services in the field of public governance.

In his speech, Anatolii Savkov drew attention to topical changes, that took place this year in the field, in particular, the importance of approval of the Regulation on the system of professional training of public servants, heads of local state administrations, their first deputies and deputies, local self-government officials and deputies of local councils. It was also mentioned the beginning of the work of the National Agency for the Quality Assurance of Higher Education, the approval of the Procedure for the defence of dissertations by graduate students who master the Ph.D. program, and the approval of the English Language Development Concept. Among other things, it was indicated that the entrance exam of the speciality “Public Management and Administration” showed higher than the average in Ukraine level of knowledge of a foreign language of the applicants to Master's programme.

Anatolii Savkov also drew the conference participants' focus toward a research on the needs for development of professional competence of local self-government officials and formation of competencies of public service leaders.

Speakers, invited to the National Academy, shared their own experience and the latest trends in the training of public servants.

Aliona Studenetska, Head of the Division of Public Service and Decentralization of the Main Department for Regional Policy and Decentralization of the Directorate for Regional Policy and Decentralization of the Office of the President of Ukraine, acquainted the participants of the conference with the special features of the professional training organization for the heads of local state administrations, their first deputies and deputies.

In his speech, Piotr Gawliczek, coordinator of NATO the Defence Education Enhancement Programme (DEEP) ADL Portal, associate professor of the University of Warmia and Mazury in Olsztyn, focused on the effectiveness of distance learning in Poland's higher education system.

Head of the Center for Distance Learning of the National Defence University of Ukraine named after Ivan Cherniakhovskyi, Lieutenant Colonel Maksym Tyshchenko analysed the specifics of the distance learning system development of the Armed Forces of Ukraine.

Modern trends in professionalization of public servants became the topic of a speech by Svitlana Hadzhyradieva, Head of the Chair of Public Management and Public Service of the National Academy.

Kateryna Prykhodko, UNDP / GIZ E-Learning4SD project manager of the Permanent Mission of UNDP in Ukraine, told to the conference participants about the educational component of UNDP projects in Ukraine.

In addition, a series of interactive events took place in the framework of the conference. Thus, master classes were organized in the following areas: the use of e-learning technologies for training and professional development of public servants, deputies of local councils and representatives of the public; the use of NLP impact techniques and profiling in management activities; educational opportunities of projects of the Ukrainian Institute of National Memory; innovative teaching methods on the example of project applications preparation for participation in grant competitions in the public sphere; use of the methodological rules of “positive heuristics” on the example of the authority of the leader construction in public management.

Also, everyone could join a case-study on the issues of professional training of public servants, workshops on the latest e-education technologies, as well as a lecture-debate on reform in the public authority system, its problems and results.
