Selective Component Public Information and Communication Activity

in Public Administration (20 credits)

Program Components / Credits:

1.  Communications in public administration / 5

Communications and communicative connections in public administration. Internal communication in public administration. Fundamentals of crisis communication. Strategic communications. Communication in public administration as a democratic mechanism.

2.  Public relations of public authorities / 5

Theoretical and methodological principles of public relations of public authorities. PR-campaigns: preparation and carrying out. Public relations in crisis situations. Interaction of public authorities with the media

3.  Information wars and network technologies / 5

The political networks theory. Network communications and social networks. Information wars and special information operations. Information security and offensive information operations.

4.  Information election technologies / 5

Basic concepts of information technology as a type of election technology. Organizational support for the activities of the subjects of information electoral technology implementation. Algorithm of organizational and support work of election headquarters of political parties (blocs), non-governmental organizations in making targeted information influence during the election process. Communicative tools of the subjects of the electoral process in information election technologies implementation. Types of communications in election activities, the procedure for their implementation, effectiveness. Analysis of manipulative technologies.

Program learning outcomes:

      to formulate and implement the public communication policy with the public participation, to carry out effective communications with the public authorities

      to develop drafts of legislative and regulatory acts, other documents in information and communication sphere of public governance;

      to make administrative decisions by applying appropriate information, communication and network technologies to implement public policy, respecting moral and ethical standards and social and corporate responsibility;

      to provide administrative communications at different public administration levels (international, national, regional and local)

      to develop, to implement and to evaluate the effectiveness of PR campaigns at various public administration levels;

      to provide information and analytical support for the public authorities activities, in particular in the context of information warfare;

      to model offensive and defensive information operations, to evaluate the effectiveness of their implementation;

      to prepare analytical reports, proposals, reports and other official documents on information and communication activities of public authority, institution, organization, functioning of the industry, territory in accordance with the requirements of the current legislation.

Digital Economy and Society. Theoretical foundations of public administration digitalization. Implementation of public administration digitization: world experience and Ukrainian specificity. The digital economy and society development in Ukraine. Strategies for public administration digitizing. Digital governance architecture and infrastructures. Digital Governance software. Interoperability of systems in digital governance

2.   Service activities of public authorities / 5

The main principles and socio-historical determinants of state service activities. Management services: concepts, classification, types, components. Administrative services system and technologies. Toolkit for the implementation of service activities of public authorities. Organization of administrative service centers activities.

3.   Digital democracy and information culture / 5

Digital democracy as a form of administrative interaction. Conceptual foundations of digital democracy. Digital democracy technologies. Implementation and development of digital democracy. Principles and mechanisms of information culture in ensuring administrative interaction. Mass communication (Internet communication), information market, media literacy. Global society and information space: netocracy, virtual communities, information security.

4. Reengineering and digital technologies in public administration / 5

Conceptual principles of administrative processes reengineering in public authorities. Functional examination of public authorities in the context of decentralization and deregulation. Benchmarking as a comparative analysis technology and a tool for learning and applying positive (breakthrough) experiences. Portal, cloud, fog and network technologies in public administration. Smart technologies in public administration. Blockchain Technology: design and application in public administration. The artificial intelligence usage in public administration.

Program learning outcomes:

      to manage digital governance systems at different levels (international, national, regional and local), taking into account industry specificities;

      to develop digital governance projects and programs in accordance with current national and international standards

      to analyze and to improve the systems of electronic management service delivery using modern digital technologies, methods and tools

      to make decisions about the infrastructure of the digital governance system in terms of certainty, uncertainty and risk, to manage risks and the process of decisions implementation;

      to conduct analysis, monitoring and strategic evaluation of the efficiency, reliability and security of digital governance systems using modern network technologies;

      to design technological solutions for the digital governance implementation;

      to implement mechanisms for forming the information culture of civil servants and local government officials;

      to form a team and to manage the staff in digital governance area.
